The City of KCMO is officially starting work on a mobility plan for the 3rd District. This project aims to understand community preferences related to non-motorized mobility (walking, biking, scootering, mobility devices, and other means) in Kansas City’s 3rd District (click here to see the council district boundaries).
At its core, this planning effort seeks to answer the following questions:
- How can we improve mobility in the 3rd District?
- What kind of infrastructure improvements are necessary to improve mobility?
- Where should these improvements go?
The 3rd District’s need for a mobility plan is clear when you take a closer look at the transportation landscape for this part of KCMO. Portions of the area were divided by the construction of 71 Highway to the south and I-70 to the east. Additionally, the 3rd District has some of the highest concentrations of households without access to a car. Perhaps most importantly, the 3rd District features some of the most dangerous streets for traffic violence in the city as evidenced by the High Injury Network.

That meeting is scheduled for Monday, October 27 from 5:30 PM to 7:00PM at Gregg/Klice Community Center (1600 E. 17th Terrace, KCMO 64108). The 3rd District Mobility Plan is an effort by the city to bring together planning, expertise, and best practices to improve transportation safety and choice in a part of KCMO that needs more ways to easily walk, roll, bike, and use public transportation. What’s missing is a key ingredient: YOU.
