West Pennway Street Redesign Implementation Plan
What: Street Redesign/Complete Street Plan
When: 2021
Team: BikeWalkKC, Hoxie Collective, Wilson&Co., SWT Design
Client: City of Kansas City, Missouri; Westside Housing Organization
Funding: MARC Planning Sustainable Places program, local match
The West Pennway Street Redesign Implementation Plan explores opportunities to redesign West Pennway between 17th and 21st Street to improve traffic flow, pedestrian and bicyclist safety, and storm water runoff through the area. The planning process focused on improving problematic intersections, especially at 17th and West Pennway, and 21st and West Pennway. Improvements are focused on enhanced traffic flow and safer pedestrian crossing areas. These safety improvements explored many different options, all of which considered enhanced mobility solutions, such as sidewalks, protected bicycle lanes, and programmed green spaces.
“BikeWalkKC’s existing relationship with schools and families in the West Side neighborhoods really benefited the West Pennway project. Their deep understanding of the history of broad neighborhood connections helped us connect the dots between community members, business owners, and other stakeholders.”
- Christina Hoxie, Founder and Community Planner, Hoxie Collective
The ultimate recommendations link existing KCMO Parks Department and Westside Housing properties to transform the corridor into a linear park. This section of West Pennway is part of the Riverfront Heritage Trail system as well as the MARC Regional Bike Plan. When Beardsley Road is reopened, this corridor also connects the Westside community to Downtown and the River Market Area, as well as the West Bottoms via the 9th Street Bridge.
